Cabbage Roll Casserole (crockpot)

Cabbage Roll Casserole (crockpot)
1 lb lean ground turkey
3 cloves minced garlic
1/2 onion (diced)
1 celery stalk (chopped)
1/2 green pepper (diced)
14.5 oz can tomato sauce
1 cup beef broth
1 can condensed tomato soup
1 can stewed tomatoes, undrained
1 tsp paprika
1 tsp thyme
3 Tbsp apple cider vinegar
2 tsp worcestershire
2-3 Tbsp stevia or sugar or brown sugar
dash of chili powder
3/4 cup uncooked brown rice
salt and pepper to taste
1/2 head of cabbage (chopped into approx. 1 1/2" chunks)
light shredded mozzarella and parmesan sprinkles
1.)Brown ground turkey in a large pan.  (Drain any fat but there should be very little if using a good, lean meat)
2.)Stir in all remaining ingredients EXCEPT for cabbage chunks and cheese.
3.) Layer your ingredients in the following order in a crockpot.....1/3 of the meat sauce mixture, 1/2 cabbage chunks....1/3 of the meat sauce mixture, 1/2 cabbage chunks....ending with final 1/3 meat sauce mixture.
4.) Cook on low 4-6 hours.
5.)  Sprinkle with mozzarella and parmesan 30 minutes before serving.
